Organising tenant liaison: communication, responsibilities and costs
Tenant liaison provides a contact between tenants, owners, property managers and other participants. Clear information and coordinated appointments matter particularly during renovations. Ongoing tenant contact or one defined issue can also be commissioned separately. The client, duties and limits of decision-making authority need to be clear.
Define the reason and scope
Explain whether you need renovation support, help with ongoing contacts or a particular information or appointment task. On a building project, preparation differs from liaison during the work and follow-up afterwards.
A tenant contact mandate does not automatically include rental accounting, construction management, legal representation or carrying out moves and repairs. If you are a tenant seeking help with your own issue, say so. A liaison contact appointed by the owner is not automatically your independent legal adviser.
Agree responsibilities and approvals
A central contact is useful when it is clear which questions they can answer and which commitments they can make. Technical appointments require agreement with the construction manager or contractor; financial and legal questions go to the responsible person.
| Task | Agree before starting |
|---|---|
| Information | Who prepares and approves messages, and which channels distribute them? |
| Appointments / access | Who confirms working windows and coordinates access? |
| Requests / complaints | Who records, handles, decides and responds? |
| Meetings | Organisation, facilitation, minutes and possible translations |
| Specific support | Coordination of other services and separate instructions |
| Reports | Which overview goes to the client and relevant participants? |
Consider occupied homes and operating businesses
For renovations, establish whether use continues, changes in stages or needs another arrangement. Describe planned work, known restrictions and important operating hours. Liaison organises information and agreements; it does not independently decide which construction arrangements are technically possible.
Access to rented premises, water or electricity interruptions and changed dates need dependable coordination. Requirements such as understandable language or suitable contact times can matter. You do not need to provide medical information or every tenant’s name for the first enquiry.
Keep information current through each phase
Early communications should explain the reason, expected period, known effects and contact person. Separate confirmed information from plans still being developed. The lead time depends on the project and applicable requirements; a general communication plan does not replace necessary legal notices.
During the work, changed appointments, interruptions and next steps matter. Agree who supplies current information and confirms changes. Afterwards, liaison may address outstanding issues, introductions to new equipment and the transition back to normal property management.
Track enquiries and hand over clearly
An orderly record identifies the issue, responsible person, agreed next step and status. It should show whether a question is answered, referred to a specialist or still open. Reporting damage is not automatically a promise of compensation.
Agree reporting channels, response times and urgent situations. Availability outside normal hours must be expressly arranged. At the end, outstanding issues and necessary records should go to the responsible property manager; a conflict-free process cannot be guaranteed.
Prepare a useful enquiry
An overview of the property and contact task is enough for quotations. Personal information and access details can be agreed later with the appointed provider where needed.
- Client. Explain your perspective, responsible management and interfaces.
- Scope. Describe the rented units involved and the support tasks needed.
- Project stage. For renovations, identify the phase, programme and confirmed restrictions.
- Contact needs. Describe channels, languages, meetings and attendance.
- Handover. Agree reports, outstanding issues and subsequent support.
Compare duties and attendance
One information discussion is different from a complete liaison appointment across several buildings. Compare tasks, duration, affected rental units, attendance and outputs on the same basis. Existing management fees do not automatically establish the price of additional support.
Additional tasks, extended support and further external services should be explained with costs and timing effects, then approved before commissioning. Also check how project changes, longer construction periods and ending the appointment are handled.
| Cost component | Clarify in the quote |
|---|---|
| Base appointment | Tasks, period, affected units and included contact work |
| Attendance | Contact sessions, site visits and agreed availability |
| Information / meetings | Messages, meetings, minutes and translations |
| Handling enquiries | Included investigation, reporting and additional work |
| Other providers | Separate coordination from actual moving, technical or legal services |
| Total | Fee basis, expenses, external costs and VAT |
Start and finish the support in an orderly way
A written appointment and agreed contact list help the service start. During liaison, check that information reaches people and outstanding issues reach the right person.
- Discuss the need. Clarify the reason, participants and support required.
- Agree the appointment. Set duties, limits, attendance, reporting and costs.
- Coordinate contacts. Organise approvals, reporting channels and interfaces.
- Keep liaison current. Communicate current dates and follow up requests transparently.
- Hand over at completion. Transfer outstanding issues, records and next responsibilities.
Frequently asked questions
Is tenant liaison only useful during renovations?
No. Defined ongoing contact, an information meeting or coordination of a particular issue can also be agreed. That does not automatically appoint the provider for full property management.
Does liaison include construction management and repairs?
Not automatically. It can coordinate communication with construction managers and specialists. Technical decisions and actual work must be carried out by the relevant competent parties appointed for them.
Can I enquire as a tenant about my own issue?
Describe your perspective and the help you need. The provider must establish whether individual support is offered. Project liaison for an owner and independent legal advice for a tenant are different tasks.
What matters for work in an occupied building?
Known work, restrictions, changed dates, contacts and access arrangements matter. Technical feasibility and legal questions need separate assessment by the appropriate specialists.
Are availability and a conflict-free process guaranteed?
Availability, response times and urgent situations must be agreed specifically. Good organisation helps handle enquiries, but does not guarantee everyone’s agreement or an absence of conflict.
How should changes to the appointment be handled?
Have new duties, extended duration or additional attendance and their costs explained and approved before commissioning. Agree who decides and how outstanding issues will be handed over at the end.
